from what i'm seeing, if you have a profile set up, there is an "add to my friends" button below their avatar.
what i do:
--when i'm in forums reading posts, and i see a person i'd love to add as my friend, i click on their profile button at the bottom of their post
--now i'm in their profile, and below their avatar are several buttons with choices. "add to my friends" is there.
--what i've noticed is that if they don't have a profile filled out, the button is not there.

It probably would if the profile was completed.
